Description

Objective:

Upon completion of this credential, graduates will be able to apply Life Cycle Sustainment Plan (LCSP), Defense Working Capital Fund (DWCF), and Operations and Support (O&S) cost concepts to support the development of an O&S cost estimate. Learners will gain an understanding of how O&S costs are a vital component for all weapon systems. Operating and Support cost estimation is a skillset that goes beyond the general competencies cost estimation. O&S cost estimation is a critical set required for analysts or managers involved in sustainment requirements. The student will be given specific training necessary to produce an O&S cost estimate for a system or subsystem.

Learning Outcomes:

  • revise an existing Operations and Support (O&S) cost estimate based on analysis of the latest available data
  • describe how the operating and support (O&S) costs may impact system life cycle costs
  • relate the importance of an O&S cost estimate to weapon system acquisition
  • prepare for creating an Operating and Support (O&S) Cost Estimate
  • discuss the basic reliability, availability, and maintainability (RAM) terminology in relationship to applicable operations and sustainment costs
  • compute the cost estimates for maintenance of a system using accepted practices
  • compute the demilitarization and disposal costs incurred during the final phase of the acquisition life cycle using accepted practices
  • demonstrate why programmatic and technical data are necessary in addition to cost data
  • analyze the purpose and utility of databases used in DoD and industry for cost estimates
  • apply the activities performed when ascertaining data from Visibility and Management of Operating and Support Cost (VAMOSC)
